On the 8th of March 2004, the law was issued to organize the shape of the new political statement for the Federal Iraqi state, in accordance to this law, Iraq will be consisting of many Federal provinces with great independence from the central Federal government, where the law obligated the legislative authorities, and the committees that will prepare the permanent constitution for the new Iraqi state as presented in its rules!
