After the collapse of the Soviet Union, the US worked for proving and maintaining its leadership of the world by reviewing its strategy of its foreign policy in the Post Cold World, so that it can widen and define the list of the American targets. The priorities were highlighted and the strategies for confronting the dangers-whether current or potential-were defined in the light of the new international circumstances.

In this regard the office of Criminal Investigation Dept. was considered the first step in creating an office concerned with political security matters, to work hand in hand with military Intelligence Dept, which was the nucleus for the Iraqi Army formation in (1921).
